VANCOUVER — Organized crime is exploiting a weak spot in Internet security to target victims, Vancouver police said on Monday.
The force came out in support of the controversial federal Bill C-30, which would require telephone and Internet providers to build infrastructure that would give authorities greater surveillance capacity.
Vancouver Deputy Chief Warren Lemcke said that criminals are using the Internet and mobile telephones to operate anonymously.
The new legislation, said Lemcke, “would require TSPs (telephone service providers) to put in infrastructure that would allow the police to monitor lawfully by warrant.
“I can tell you that there are organized crime groups that shop around for certain TSPs where they know they can hide better,” said Lemcke, who is head of the VPD’s investigative division and a member of the Canadian Association of Chiefs of Police.
Backing up Lemcke was Tom Stamatakis, president of both the Canadian Police Association and the Vancouver Police Union.
He said that not all TSPs and Internet service providers have the technology to retain information for the amount of time it takes police to get a warrant for the information.
“Fifteen days later when the police go to ask for the information, it’s not available, it’s gone,” said Stamatakis.
The bill has been attacked by critics who predict it will lead to an infringement on privacy, allowing police to profile law-abiding citizens by tracking their movements on the Internet.
But Lemcke contended there has been a lot of “misinformation” about the new legislation, tabled as the Protecting Children from Internet Predators Act.
“We still need warrants in every single circumstance to listen to your phone calls, to look at your emails, to look at your text messages — except under exigent circumstances,” said Lemcke.
Exigent situations are those requiring quick actions, such as a kidnapping or a suspected suicide.
But Micheal Vonn, policy director of the B.C. Civil Liberties Association, said the bill would allow police the ability to intercept broad-ranging communication in multiple jurisdictions.
“That’s a very big back door for the police to get their wire taps,” she said, adding that hackers could exploit the available information for criminal ends.
“Building in that surveillance architecture into the entire telecommunication system of Canada reduces the security of the system.
“Those back doors can be exploited,” said Vonn.
Meanwhile, federal NDP leadership hopeful Thomas Mulcair, visiting Vancouver, agreed.
“The information they would be gathering would be the happy hunting ground for hackers,” he said.
“This would be a gold mine, this would be the El Dorado, for anyone looking for personal information.”
And that’s not the only problem, according to Mulcair, adding that “what they’re putting into place simply doesn’t respect the Charter of Rights, period, full stop.”
